GENERAL PURPOSE
Assumes responsibility for the enforcement of the Code of Ordinances regarding litter, junk vehicles, signs, garage and estate sales, and weed lots.
SUPERVISION RECEIVED
Works under the direct supervision of the Code Enforcement & Animal Control Manager.

This position is designed as a safety sensitive position and is subject to random drug screening.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Identifies and documents violations including but not limited to weed lots, junk vehicles, litter, signs, certificate of occupancies, garage sales, and unsanitary conditions; Obtains photographic and/or other types of evidence; participates in enforcing local, State, and Federal laws, regulations, codes, and ordinances. Interprets, explains, and provides information regarding the City's codes and ordinances.
Communicates necessary corrective action required to property owners and tenants; prepares and issues written correspondence, notices, and/or citations regarding violations.
Conducts re-inspections and follows up on violations to ensure appropriate compliance.
Recommends and/or initiates legal action against violators as required; prepares and provides case testimony in court.

Performs other job functions as assigned by the Code Enforcement and Animal Control Manager.
MINIMUM QUALIFICATIONS
Education and Experience:
- Graduation from high school or GED equivalent.
- One (1) year of experience in a related field.
Necessary Knowledge, Skills, and Abilities: - Skill or ability to learn the operation of listed tools and equipment.
- Ability to communicate effectively orally and in writing
- Ability to establish and maintain effective working relationships with supervisors, peers, and the general public
- Ability to handle stressful situations
- Ability to thoroughly prepare documented evidence for prosecution of code violations in Municipal Court.
SPECIAL REQUIREMENTS A valid State driver's license.

While performing the duties of this job, the employee frequently works in outside weather conditions. The noise level in the work environment is usually quiet in the office and moderately noisy in the field.

The City of Texarkana, Texas provides three weeks of paid vacation and three weeks of paid sick leave per year as well as 13 paid holidays per year.
Retirement benefits are through the Texas Municipal Retirement System with the City contributing at a rate of 2 to 1 and the employee contributing 7% each paycheck to TMRS. Employees are vested after five years and may retire after either twenty years of service at any age or at age 60 as long as they are vested.
Retirement benefits for the Fire Department are paid through the Firemen's Relief and Pension Fund and employees are eligible to retire after twenty years of employment.
A voluntary 457 deferred compensation program through MissionSquare is also offered to all City employees.
The City of Texarkana, Texas provides health, dental, and vision insurance to its employees at a minimal cost. Life insurance equal to one times your annual salary is offered at no cost to the employee with supplemental life and dependent life insurance also available but is paid by the employee. Insurance becomes effective the first of the month following thirty days of employment.
